Beyond alcohol, driving under the influence of drugs, including prescription medications, is also a growing concern, adding complexity to DWI cases.


The mental health impacts of DWI-related incidents are profound, affecting not only offenders but also victims and their families. Offenders often face increased rates of anxiety, depression, and substance dependency following an arrest. 


A DWI charge applies if your Blood Alcohol Concentration (BAC) is 0.08% or higher (0.02% for drivers under 21). Penalties for a first offense include up to $1,000 in fines, potential jail time, license suspension, and mandatory participation in substance abuse programs. 


Multiple offenses lead to harsher penalties, including longer license suspensions and vehicle ignition interlock requirements.

Conditions such as depression, anxiety, and PTSD are among the most commonly reported, often exacerbated by poverty, natural disasters, and a lack of access to care. Suicide rates in the state are slightly above the national average, highlighting the urgent need for intervention and support.


Access to mental health care remains a significant barrier for many residents. Louisiana ranks among the lowest in the nation for mental health service availability, with a shortage of mental health professionals in rural and underserved areas. The state has taken steps to address this gap through initiatives like telehealth services and community mental health programs, but challenges persist.


The intersection of mental health and other societal issues, such as substance abuse and criminal justice, further complicates the picture. Nearly half of individuals in Louisiana's correctional facilities have a diagnosed mental health condition, underscoring the importance of early intervention and integrated care. Efforts to expand mental health awareness and reduce stigma are critical to improving outcomes for individuals and communities across the state.

The CARS (Community Awareness and Roadway Safety) project in Louisiana was initiated in 2022, with its original implementation focused in Lafayette, Kaplan, and Abbeville. The program aimed to enhance community safety and education through targeted outreach and localized initiatives. Although the project concluded in 2022, its success laid the groundwork for renewed grant funding in 2024.


With new funding, the CARS project is now working toward statewide implementation. Project staff are actively seeking partnerships with communities and districts across Louisiana to expand educational awareness and bring the program to new areas. In-person training sessions are another key component of the CARS project’s outreach efforts.
